00server.com
Create a subdomain in the format myname.00server.com, and the domain "00server" can be several different names. Free mail and other features. Server seems to be pretty fast.
1BigParty
This bills itself as the "party on the web". You get 10mb of free space with the usual HTML based editor. You create your site in communities called "party rooms". It looks like a pretty simple interface, but I was unable to tell as all of the "party rooms" were full.
Angelfire
This is a big community-type service. It's a little slow, but reliable. This host supports Frontpage 2000 extensions and Office 2000. They have a good library of scripts which you can use, and lots of other features. This is a good place for a large home page. They redirect images so no one can easily remotely reference them to cut down on bandwidth stealing.
BizLand
One of the best free hosts available. They support Frontpage extensions and have lots of features available. For a small fee you can get the banner ads removed. Highly recommended.
ChatTown
Another web community which tries to be a place for people to post web sites organized by subject. They do support FTP upload but not Frontpage.
Crosswinds
Pretty standard free host which allows unlimited web space. Their server seems to be pretty fast. They have the usual browser-based editing/upload utility.
DomainDLX
One of the few freehosts that I've found that supports ASP, PHP, SSI and ODBC databases. I did not set up a site, but this looks like a quality ISP.
Dreamwater Free Web Space
Get your 50 MB of free web space with free guestbook, chat board, form email already set up. 
Expage
Standard free host but with the rule that you cannot link to images on another site. I didn't even bother to sign up for this one.

Good free host. They pitch their multi-level marketing scheme - but you can just ignore it.

Free personal and business homepages. Unlimited space and traffic. Easy to use WYSIWYG editor.
Geocities

Ivillage
A very good, full featured free host which will have most of the tools that you need.
MSN
Considering that this is a Microsoft supported site you would expect the best. This service is such a disappointment - it doesn't even support Frontpage extensions. See the full review.
Myfreeoffice
Nice service with lots of features.
Qwikpages
Get a 100bm site and email for free.
Redrival
They limit their free web sites to a few thousand at a time. Nice service and relatively fast.
Spree
This looks like a pretty good host. It allows unlimited space and has a multitude of features.
Topcities
Another good hosting service. They have an upload utility which is better than most because it allows multiple files to be specified at the same time.  They do not support FTP however.
Tripod
One of the biggest and best free hosts available.  See the full review.
Webhostme
They allow 20mb sites, have Frontpage extensions and FTP access, and are very unusual in that they provide some pre-built ASP and ActiveX modules.
Webjump
25mb of free web space, very easy setup.  They have FTP access but no Frontpage extensions.
